Background of the Study:
Resource mobilization is a critical component in the advancement of early childhood education, particularly in regions facing economic constraints. In Biu Local Government Area, Borno State, the challenge of mobilizing adequate resources to support early education programs has prompted stakeholders to explore diverse funding strategies. Traditionally, reliance on government funding has proven insufficient in meeting the growing demands of quality education. Consequently, educational institutions and local authorities have increasingly turned to alternative strategies including donor funding, community contributions, and innovative public‑private collaborations (Umar, 2023). The adoption of these strategies reflects an understanding that sustainable educational development requires a multifaceted approach to finance. Recent empirical studies have highlighted the significance of diversified funding sources in stabilizing educational programs, reducing dependency on a single funding stream, and promoting resilience in the face of economic fluctuations (Ibrahim, 2024). In Biu Local Government Area, resource mobilization strategies have evolved to incorporate both traditional and modern financing techniques. These include grant applications, fundraising events, and partnerships with non‑governmental organizations, which collectively aim to supplement the limited government budget for education. Despite these initiatives, challenges remain. Stakeholders often face issues related to the transparency of fund management, competition for limited donor funds, and the capacity to sustain long‑term financial support. Additionally, socio‑political instability in the region further complicates efforts to secure and manage external funding. As a result, there is a growing concern regarding the sustainability and effectiveness of these resource mobilization strategies in enhancing the quality of early childhood education. This study aims to critically assess the current resource mobilization practices in Biu Local Government Area, identify gaps in the existing strategies, and propose improvements to ensure a stable flow of resources. Through this appraisal, the research seeks to provide a comprehensive understanding of how innovative financing strategies can be leveraged to overcome fiscal challenges and foster a supportive environment for early learning. Furthermore, by comparing local practices with global best practices, the study aims to contribute to the broader discourse on resource mobilization in education, offering insights that can inform both local policy reforms and international development strategies (Chukwu, 2025).

Statement of the Problem :
Despite various initiatives aimed at resource mobilization, early childhood education in Biu Local Government Area continues to suffer from chronic underfunding and resource scarcity. The reliance on sporadic donor contributions and inconsistent community funding has resulted in gaps in service delivery and substandard learning environments for young children (Abdullahi, 2023). Moreover, the lack of a structured framework to coordinate these diverse funding sources has led to inefficiencies and delays in program implementation. Many educational institutions experience intermittent shortages of learning materials, inadequate infrastructural maintenance, and insufficient teacher support, which adversely affect the quality of education delivered. Additionally, there is often a disconnect between local funding initiatives and broader governmental policies, which complicates efforts to secure sustainable financing. The challenges are further compounded by administrative constraints and limited technical capacity among local education managers to design and implement effective resource mobilization strategies (Salihu, 2024). The absence of transparency in fund management and accountability in expenditure tracking has raised concerns among stakeholders regarding the proper utilization of available resources. As a result, early childhood education programs in the area are unable to meet the growing needs of the community, leading to educational disparities and a diminished quality of early learning experiences. This study seeks to identify the root causes of these challenges and assess the overall effectiveness of current resource mobilization strategies. The ultimate aim is to propose actionable recommendations that will enhance the stability and adequacy of resources allocated to early childhood education in Biu Local Government Area, ensuring that financial constraints do not hinder the developmental needs of young learners (Hassan, 2023).

Objectives of the Study:

  1. To critically assess the current resource mobilization strategies employed in Biu Local Government Area.
  2. To identify challenges affecting the sustainability of resource mobilization for early childhood education.
  3. To propose innovative approaches for improving resource mobilization efficiency.

Research Questions:

  1. What are the existing resource mobilization strategies for early childhood education in Biu Local Government Area?
  2. What challenges hinder the effective mobilization of resources in the region?
  3. How can resource mobilization practices be improved to ensure sustainability and enhanced educational quality?

Research Hypotheses:

  1. H1: Diversified resource mobilization strategies are positively associated with improved educational outcomes.
  2. H2: Inadequate coordination among funding sources adversely affects the sustainability of educational programs.
  3. H3: Implementing transparent fund management practices enhances the effectiveness of resource mobilization.

Significance of the Study :
This study is significant as it provides an in-depth analysis of resource mobilization strategies in early childhood education within Biu Local Government Area. By highlighting the strengths and weaknesses of current practices, the research offers valuable insights for policymakers and stakeholders to develop more sustainable financing models. The findings will contribute to improving the quality and stability of early education programs, ensuring that young learners receive the necessary support for optimal development. Ultimately, the study serves as a critical reference for future reforms in educational funding strategies (Ibrahim, 2024).

Scope and Limitations of the Study:
This study is limited to an appraisal of resource mobilization strategies for early childhood education in Biu Local Government Area, Borno State. It focuses solely on the funding sources, management practices, and policy frameworks pertinent to the region’s early childhood education sector, without extending its scope to other regions or educational levels.
